The World Code Against Cancer Framework is an IARC-led initiative that maintains the overview and coherence of the Regional Codes Against Cancer, which are developed and maintained independently but using the same methodology and protocols for development.

For the development phase of each Regional Code Against Cancer, independent experts from the region are organized into several working groups. Each technical working group will propose the recommendations following a rigorous methodological process. A Coordination Group will be established to ensure that each Regional Code Against Cancer remains consistent with the World Code Against Cancer Framework. Led by IARC, the Coordination Group will consist of the Secretariat (IARC and the Key Regional Partner, who commits to adhere to the World Code Against Cancer Framework strategy and methodology) plus the World Cancer Research Fund International (WCRF) and the Chair of each working group.

A Scientific Committee, composed of senior experts in cancer control from the region, with public health and scientific credibility and a leadership role, will oversee the process, evaluate and eventually approve the corresponding Regional Code Against Cancer, and endorse it.

An Advocacy Group, formed of representatives of influential institutions in the region, will promote and disseminate the Regional Code Against Cancer with the respective regional and national health decision-makers.
